The Australian government wants to delegate protection of threatened species to the states, which are [ not in a position to do it properly ]( http://www.theguardian.com/world/2014/sep/06/states-not-able-to-protect-threatened-species-and-world-heritage-sites-says-report ) even if they wanted to. Of course, the point of the change is that the states don't even want to try.
