The deeper cause, which the report may not mention, is the EU's deregulation that makes it easy to ship meat from one company to another, in different countries, in a long sequence. Make the supply chain long enough, and there is sure to be a cheater in it at some point. Fraud is profitable, so when business determines the laws, it often legislates for fraud.
