The UK government has [ blocked publication of the report into the cause of horsemeat in the "beef" ]( http://www.theguardian.com/uk-news/2014/aug/15/official-report-horsemeat-scandal-delayed-new-food-safety-fears ) , because it will point the finger at the government's cuts in inspecting food. The deeper cause, which the report may not mention, is the EU's deregulation that makes it easy to ship meat from one company to another, in different countries, in a long sequence. Make the supply chain long enough, and there is sure to be a cheater in it at some point. The US wants to do both of these things: [ undermine inspections ]( https://stallman.org/archives/2014-may-aug.html#01_May_2014_%28Plans_to_end_chicken_inspection%29 ) and deregulate [ meat imports ]( https://stallman.org/archives/2014-may-aug.html#09_June_2014_%28Meats_imported_into_the_US%29 ) . Fraud is profitable, so when business determines the laws, it often legislates for fraud.
