Ukraine says Russia has [ withdrawn most of its troops ]( http://www.theguardian.com/world/2014/sep/10/ukraine-russia-troops-border-east-poroshenko ) . Offering some sort of partial autonomy to eastern Ukraine seems like a fine thing to do, and should not have required a war.
