Most of the Russian "humanitarian aid" trucks entered Ukraine [ without inspection ]( http://www.theguardian.com/world/2014/aug/22/russian-convoy-crosses-border-ukraine-without-permission ) . Putin would never go to such trouble for humanitarian purposes. This must have some harmful motive.
