Seattle has [ banned neonicotinoid pesticides in the city ]( http://www.commondreams.org/news/2014/09/24/seattle-says-yes-compost-yes-bees ) . It also will fine people that don't do composting. I am not sure how this is supposed to work for people that live in apartments and have no gardens.
